Fee Waiver Policy

1. Purpose

Nebrass Inc. is committed to ensuring fair and equal access to its services for all immigrants, refugees, and newcomers, regardless of income or background.
This Fee Waiver Policy reflects Nebrass’s dedication to charitable service, accountability, and fairness, consistent with the standards of the U.S. Department of Justice Recognition and Accreditation (DOJ R&A) program and 8 C.F.R. § 1292.2(b)(1)(i).

2. Policy Overview

Nebrass provides administrative and document-preparation services at reasonable nonprofit fees to sustain community operations.
When verified financial hardship prevents a client from paying, Nebrass may approve a full or partial administrative fee waiver.
All requests are individually reviewed and are not automatically granted.

3. Guiding Principles

Equity and Access – No eligible applicant is denied service solely due to inability to pay.
Transparency and Consistency – All waiver decisions follow objective, nationally recognized standards.
Financial Stewardship – Waivers are granted only when sustainable and consistent with Nebrass’s mission.
Confidentiality – Client information is handled with respect and strict privacy.
Neutrality and Integrity – Nebrass operates with full neutrality, without influence from personal, religious, or political considerations.

4. Nondiscrimination Commitment

Nebrass Inc. does not approve or deny any fee waiver request or service based on race, color, religion, ethnicity, national origin, gender, age, disability, belief, political opinion, or affiliation with any group or party.
The organization upholds a policy of 100 percent neutrality in all services and decisions.
Every client is treated with equal dignity and respect.

5. Eligibility Criteria

Applicants may qualify for full or partial fee waivers if they meet one or more of the following conditions:

Household income is at or below 100 percent of the Federal Poverty Guidelines (FPL) as published by the U.S. Department of Health and Human Services.
Applicant receives means-tested public benefits (e.g., SNAP, SSI, TANF, Medicaid).
Applicant is a refugee, asylee, survivor of trafficking or domestic violence, or demonstrates verified hardship.
Clients above the poverty line may receive reduced fees only in exceptional documented cases.

6. Discretionary Authority of the Sole Member

The Sole Member and Executive Director of Nebrass Inc. retains the exclusive right to approve, partially approve, or deny any fee waiver request at their sole discretion.
This authority is inherent to the governance structure of Nebrass Inc. as a single-member nonprofit organization.
The Sole Member may approve or deny a request with or without providing a stated reason, provided that all decisions are made in good faith, without bias, and consistent with Nebrass’s neutrality and nondiscrimination policies.
All determinations are final.

7. Application Process

Clients requesting a waiver must submit the Nebrass Fee Waiver Request Form with supporting documentation of income or benefit participation.
Each request is reviewed within five (5) business days, and applicants receive written notification of the decision.
All records are maintained securely for compliance and audit purposes.

8. Funding and Transparency

Fee waivers are supported through donations, grants, and community partnerships.
Nebrass publishes an annual transparency report showing the number and percentage of services provided under waiver or subsidy to demonstrate accountability to donors, clients, and regulators.

9. Compliance Statement

This policy complies with 8 C.F.R. § 1292.2(b)(1)(i)and the DOJ Recognition & Accreditation Program requirements.
Nebrass Inc. demonstrates that it:

Charges reasonable and clearly published fees;
Maintains a written fee schedule; and
Provides waivers or reduced fees to clients unable to pay.
