Fee Waiver Policy
1. Purpose
Nebrass Inc. is committed to ensuring fair and equal access to its services for all immigrants, refugees, and newcomers, regardless of income or background.
This Fee Waiver Policy reflects Nebrass’s dedication to charitable service, accountability, and fairness, consistent with the standards of the U.S. Department of Justice Recognition and Accreditation (DOJ R&A) program and 8 C.F.R. § 1292.2(b)(1)(i).
2. Policy Overview
Nebrass provides administrative and document-preparation services at reasonable nonprofit fees to sustain community operations.
When verified financial hardship prevents a client from paying, Nebrass may approve a full or partial administrative fee waiver.
All requests are individually reviewed and are not automatically granted.

Nebrass Inc. does not approve or deny any fee waiver request or service based on race, color, religion, ethnicity, national origin, gender, age, disability, belief, political opinion, or affiliation with any group or party.
The organization upholds a policy of 100 percent neutrality in all services and decisions.
Every client is treated with equal dignity and respect.

Applicants may qualify for full or partial fee waivers if they meet one or more of the following conditions:
6. Discretionary Authority of the Sole Member
The Sole Member and Executive Director of Nebrass Inc. retains the exclusive right to approve, partially approve, or deny any fee waiver request at their sole discretion.
This authority is inherent to the governance structure of Nebrass Inc. as a single-member nonprofit organization.
The Sole Member may approve or deny a request with or without providing a stated reason, provided that all decisions are made in good faith, without bias, and consistent with Nebrass’s neutrality and nondiscrimination policies.
